The Flat Tax Revolution

The proposed fiscal reform advocates for replacing the United Kingdom's complex progressive taxation with a uniform 15% flat tax and a broadened consumption-based VAT model to stimulate productivity.

By shifting the tax burden from production to consumption, the model addresses a record-high tax-to-GDP ratio of 39.4% and eliminates inefficiencies like fiscal drag and high marginal "cliff edges".

This transition leverages dynamic scoring, where lower rates are projected to yield a 24% "level shift" in GDP over 30 years by increasing labor supply and narrowing the £46.8 billion tax gap.

Furthermore, the reform remains progressive through a high personal allowance, resulting in an estimated 26% gain in gross income for the poorest decile, while the exchequer sustains itself by capturing nearly half of the UK's currently untaxed consumption.
