- C. Meritocracy Triumphant: Abolish all forms of state-sanctioned preferences, quotas, or legacy admissions in public education and civil service hiring, ensuring that all positions and opportunities are allocated based purely on objective merit and demonstrated competence.

2. The Covenant Renewed: The Limited State

The State as Shield, Not Provider: Clearly define the role of the state as a protective entity—a shield against violence, fraud, and external threats—and explicitly reject its role as the primary provider of wealth, culture, or moral instruction.

Core Functions Guarantee: Constitutionally limit the state's expenditure and focus solely to National Defense, the Justice System (courts, police, prisons), and the regulation of transparent and liquid markets. All other functions must be justified as necessary, temporary, and subject to the Sunset Mandate (Section V).
- B. Fiscal Integrity Lock: Reiterate the binding constitutional mandate to achieve and maintain a zero national debt (Section IV), ensuring that the present generation does not consume the wealth or productive capacity of the future.

- C. Self-Reliance: The Final Policy: The ultimate goal of the state is its own reduction. By empowering the individual with economic tools, data ownership, and political accountability, the necessity and burden of the large, intrusive state will naturally diminish, securing perpetual liberty for the next generation.
