The State as Shield, Not Provider: Clearly define the role of the state as a protective entity—a shield against violence, fraud, and external threats—and explicitly reject its role as the primary provider of wealth, culture, or moral instruction.

Core Functions Guarantee: Constitutionally limit the state's expenditure and focus solely to National Defense, the Justice System (courts, police, prisons), and the regulation of transparent and liquid markets. All other functions must be justified as necessary, temporary, and subject to the Sunset Mandate (Section V).
