A. Regional Fiscal Autonomy: Grant significantly enhanced tax-raising and full spending powers to regional and local governments, enabling communities to tailor investment (e.g., housing, infrastructure, specialized skills training) to their specific economic needs and opportunities.
B. Local Veto Power: Establish a clear constitutional mechanism granting local elected authorities the power to veto or amend centralized mandates or nationally planned infrastructure projects that demonstrably conflict with local democratic consensus.
C. Citizen-Initiated Referenda: Introduce a national legislative mechanism that requires a binding, national referendum on major constitutional or policy decisions upon the verifiable collection of a predetermined, large number of citizen signatures, empowering direct democratic input.
